Rager was born on September 5, 1966, in Silver Spring, Maryland, near Washington, DC. Before deciding to pursue acting, she graduated from the University of Maryland.

In 1992, Jayne met her husband, Eduardo Valseca, in the parking lot of a Maryland supermarket, and instantly fell in love. The two settled near San Miguel de Allende after their marriage on July 9, 1994.

She worked on a book with Mark Ebner called “We Have Your Husband,” to narrate the story of her husband’s kidnapping, which was issued in 2011.
